I believe the offering is scheduled to close 12/19/14. If so, the record date could be as early as next week. The company would have to make an announcement.
The rights will show up in your account usually within one to two days of the distribution.
Most of the rights offerings I have participated in have had a fixed subscription price. It is normal to see a price decline. The SGGH involved a 10-day weighted moving average calculation, so the downward pressure not only caused a lower subscription price but also more rights per share than originally illustrated.
I would expect the market price to remain at a premium to the subscription price.
