There are always exceptions to the rule, but that tends to be the case for the Eastern U.S. in weak El Nino years. Lots of snow too as tropical moisture from the Pacific interacts with cold air over North America. Seems like the mets I read are backing off to the last week of December or even January for another cold outbreak. So it goes in the one profession where you can be consistently wrong and still earn a living.
