This is similar to what happens in law enforcement and drug trafficking. They allow a certain amount of illegal activity to happen right in front of their eyes then they pick and choose who they will take out. There is also a ton of profits in these tickers for wallstreet/MM's. They could care less who buys the diluted shares. Most OTC companies are a joke and we all know it. It's a gamble buying any stock in the pink arena. Odds are if you hold it you will lose most of your money. The trick is to not get emotional...buy and sell...don't get mad if you lose, just move on. When you get back in thinking you'll make your money back you usually end up losing more. Such is the case here...the bid looks great but in all reality it could disappear in less than a minute. Or if the powers that be see fit they will push this back above .002. It's a complete gamble.
