It will be frozen, and I think it already is to a great extent. The changes they announced yesterday will require tweaking the existing design, but not an entirely new design. I would give them the benefit of the doubt. At the same time we should keep a close watch on other matters to ensure integrity. We don't want them to make this as an excuse for something unethical and scandalous. I hope that the design part is done soon. I walked into this knowing the pitfalls but the rewards can be exponentially bigger.
