The negative $ACTC reaction is to the S-3 $100 mil Shelf. What the negatives do not understand is that it is the next step for NASDAQ listing, Partner , and moving forward with the Phase2B. $1000 Preferred Shs would NOT be dilution but at last clarity to begin using the idle 50 mil Preferred Shares,IMO.
