From my understanding, it's important because it's not INCC that will be leasing out the land as you are insinuating. It will be Mehos that will be owning the facility. This is why it is important that Chaffee County was on that list of places for being authorized to have facilities to grow marijuana in Colorado. See below what INCC will be doing then see the approval list again to see that Chaffee County is on the list:
