Wrong! It should be forward looking, and now the economy, housing market is much improved, no debts, delinquency rate is low, how it would go back to 10 cents??? If it is the case, then what would be America?

So the issue at hand is 5th amendment rights, and taking without compensation which has recently been dealt a blow hence the broken chart. Therefore, you're question still stands in that light!
