Lt.General Newbold,Marines(rt.) is indicating that tactic, he is asking the military honchos to revolt from the discipline of Good Soldier and speak out openly against this war---to come out and say this war is the meaningless sacrifice of troops in a wrong cause; just as in Nam.
And he said others of his generation in the military had sworn they would never remain silent again, if a Nam type war was being put on the shoulders of to fight and die, in a wrong war.
He is calling out , and saying 'No more, my country, right or wrong'. That is heavy duty.
