The cost issue, it's kind of amusing when they bring that up .... what is the cost of an inadequate education, i ask .... far poorer places manage to teach bilingually as their minimum standard .... you have to lock kids up in those buildings all day anyway, got to give them something to do so they don't have time to gang up on you, might as well teach them something
