Inasmuch as you will have the responsibility for enforcing it, a clear explanation of how you intend to make these determinations is in order. If this so-called rule cannot be enforced then it should be removed. You have the authority to either approve the iBox rules or not. Many are asking you to just that. Please do what you have promised in the FAQ, and either explain how you, as the Admin. will determine that someone has brought in a group to defend them, and if this is an impossible task, please simply have the offending (and offensive IMO) “rule” removed.
