I don't know what you're arguing. Quasar is a company based out of Florida, that pursued an alternate business venture in Colorado. Quasar itself is a Florida based company. As such, they already have a valid business license in the state of Florida which has allowed them to conduct business state wide, in Florida, if they chose/choose to... on the drop of a dime.
Quasar expanded it's business into colorado, which means they needed to go through ALL the steps in getting business licenses and such in colorado. I don't think we are disagreeing... but in definitely confused as to what you are questioning.
