As an "ecclesiastical sovereignty" they have the right to do that. The Vatican does that too. You can be sure if the US government believed that DOM had been invovled in any of the scams they would have named DOM too.

DOM's issuing of passports is clearly not illegal, but those Australians in the Philippines that sold the documents were already sacked from the DOM so had no authority to represent it according to what is published.

For things unrelated to DOM that happened almost a quarater of a century ago. The former US Marshal, Arthur Van Court was quoted by the Sacramento Bee in 1990-1 as saying that the Pedley case "was politically motivated."
