No, that's not what it says. It says it SUPPORTS Google Play, not that it INCLUDES Google Play "already installed". There's a big difference. The computer I'm typing on right now supports Microsoft Office, but I don't have Microsoft Office installed.

It's only strange if you don't read the text preceding the list:
