moxa.....you're missing the point.....
whether the canisters are empty shells or not makes no difference.....
the larger consideration was that at the inception of the Iraq war, WMDs were the focal point of the invasion....the entire controversy surrounding the US involvement in Iraq was WMDs....
we know Saddam used gas a long time ago to kill the Kurds....the intelligence agencies knew he had a program to develop these weapons....
but, you and others choose to believe he was an innocent school-boy treated harshly by the big bed US....
reality:
the UN resolution/stall was a contrivance to allow him time to ship his materials out of the country.....
so, even if the canisters are empty.....why would he have them to begin with? Are you suggesting he just collects canisters for the hell of it?
