The bottom line is the market is trading exactly within regulations and rules. There are no delivery issues within this security as per SEC documents.

That's not the bottom line. The bottom line is the fact that there are some who may need shares and find it very difficult to come by them.
The fact that they are difficult now is nothing compared to the difficulty experienced after the shareholders meeting.
