Look up at the top of his hat, almost looks like a leaf.

Looks like a cigarette to me but could be the suns glare, if you save the photo you can zoom in on his hand

There is definitely something resembling the top of a Vita in his right hand but I think it's a stretch to say it is.

I'm thinking that if he was vaping the fotog would have caught him doing it.
