i think he means in the non pressurized state nominal well output was 15 bpd

if Mr. Smith can in the end inject 1000 + BBL fluid per day and pull 10000 BBL fluid out of the surrounding wells per day an oil cut of just 5% would yield 500BBL OIL per day.
