In that 8-K from October 2013 John Fife owner of Tonaquint and CVP stated: "ECOS D-20 fuel is a life time investment opportunity". Maybe there was a deal between MS and J. Fife to persuade with that "big investment" investors to buy (more) shares. CVP/Fife bought the shares first from MS/ECOS, "their investment" and sold/converted them with profit. However, I am not sure of that, it is a possibility IMO.
