More likely, he doesn't want to take the risk of promoting revenues that don't exist. I think he's in a bit of trouble from the Telatinos pump.
All his shells allegedly are revenue-less. I'm not sure why. Maybe actual revs pose significant accounting troubles. Perhaps Sylvrewynd can answer that one.
