What are the requirements to short a .003 stock?

In Q's case, there has never been a short squeeze.

Those daily short numbers have always been new shares entering the market.

The TA is gagged - the OS increased from 300mish to 800mish in 3 months.

Last known #'s are from 12/31/13.

Inside PP's were recently filed with CO SoS.

Some estimate they convert to 1 billion new shares.

Will the OS grow substantially once March's numbers are made public in 2 to 3 months?
