One would think. That is, if the help from the Treasury was like anybody else they helped, but it's not. At least, that's what they say. You know, here take this $100 and you can pay me back with 10% interest. Three years later, no, wait a minute, I've decided know you have to give me all of your quarterly paycheck and you can never pay me pack the $100 I made you take.
Under those terms, they can always say the taxpayer was not paid back. That's why they set it up that way, imo.
