I called my local Scottrade last Wednesday (3/19/14) in regards to the PVEC Pref-C shares. He said there is a note but no details regarding the spin-off of shares. He also stated there isn't a CUSIP assigned to it so they technically don't exist. However, he did say it may be a slow process since this is a penny and to check back every few days. He also cautioned me that not all pennies come through with their PR's and to proceed with caution. GLTA.
