Not true. Must be a rumor of some sort. Zap still owns 51% of Jonway. This is even mentioned on Jonway's own web site; and, in a January 2014 post on their web site (translated from Chinese)...

"Since 2010 the United States ZAP and Jonway Automobile Group signed a comprehensive cooperation agreement, as a Sino-US joint Jonway Automobile auto companies have appeared on the major activities of the various regions of the country show and get a great response. Our main products include light minivan, SUV cars, electric cars and other new energy sources."

And, of course, as mentioned in Zap's recent news release a few days ago regarding the SPARKEE, in which it makes clear that Jonway is a subsidiary of Zap and is "gearing up production to deliver several thousand of these vehicles for the Chinese market by June 2014".
