50 is your RSI cash overide level and 100 is your -DI short overide level. When it is set to 100 it means the cash overide becomes a short overide.

Same for the next 2 collums.

All the bright green cells can be varied by the user. You could get Excel and play with the settings to see how things change. You don't need to be able to program. And if you wanted to change the trading rules some of us would be more than happy to figure that out for you.
