Cali, I did not say that restricted shares are part of the float. However, restricted shares are part of the outstanding shares figure. The restricted shares will only become part of the float after the restricted period ends and the owner actually sells them into the market.

People are saying that there are 2.5 bln restricted shares that have there restriction period ending and could potentially be sold into the float.

My question is how can there be 2.5 bln shares added to the float when the difference between the outstanding and the float is only half of that number?

There only two possibilities: (1) the authorized shares figure is incorrect and it should really be 4.8 bln (this cannot happen since the company would need to publicly file with the SEC) or (2) the number of restricted shares is lower.
