As to timing, the document is dated February 25 and is said to be a presentation on that date to the FDA. Per the FDA website, It was received by the FDA on March 4 and posted to the FDA website on March 5. The sell off happened in the middle of that, February 28 (stock fell from 17 or so to 15).
