My take is that it is a contrived disapproval that is likely rooted in irrational fears prompted by animal/human crossover infections. Splitting out the childbirth indication smacks of looking for a rationale to buy more time or appease concerns of a broader constituency. The filtration jab is piling on; they could have mentioned these as problems at the first delay.
