He doesn't announce RS's, in fact he denies in a pr there's going to be one. Then he does the exact opposite and reverses the stock by a shareholder unfriendly ratio of 1:2000. Post-split pps in October was $.20 - Yesterday's close, $.0009.

"When we took the company over the stock was at no bid. We decided shortly thereafter to not execute a reverse split based on the shareholder support that occurred as a direct reaction to the change in management"
