I don't think they are asking for a 15/1 RS, they are just doing it. Perhaps they are concerned that a larger ratio might scare away some potential investors. After all, they can do this again whenever they need to. The sky's the limit now. IMHO

And why only ask for a 15/1 RS when you were asking for a much larger ratio before?
