Yes it is true, one can use the service for free,
but if not enough people respond to the following:

by donating which covers the expenses to run TinyURL.
Then this free service may switch into a fee service.
I may be completely missing the point here, but i would assume
that the folks that created this service view it no different than we
whom invest into stocks, that we put cash upfront in the hope that
down the road we get our invesment returned, with extra.
It would not surprise me that they are doing the same model Matt
has done with iHub, in the start make it free to join and post, and then
if it becomes a service people flock to, add value for a cost to use.
I'am sure that if their service becomes in wide use, and their costs
become in the red, that they will notify all users of such condition
and ask if they would like to keep the service running via a membership
or unit cost plan.
