It's called "trading" and "day trading" and these "clowns" as you put it make a good penny trading this way. They have no interest in the company. They trade the stock purely on momentum. This is just as valid a way to make money as is "investing" in a company you believe in. Although, I think OTC investing is much more dangerous.
