Yes, but you don't need permission to fix an existing lake.

It dams up the first thousand or so feet of a small tributary feeding a large local river. The tributary is fed by a few hundred acres of runoff and a spring. So there're no fish getting dammed in except for the ones I stock the lake with which I also make sure can't escape the lake.
