Well, that is certainly false for satellite broadband. And, for many in the US, that is the only option outside of dial up.
Not to mention satellite broadband's "Fair Access Policy" which throttles the user back to dial up speeds once usage allotment has been exhausted (for 24 hours). This makes streaming anything other than short audio or video clips at low resolution extremely problematic.
But, that's all a moot point unless someone finds Waldo.
