Why does it surprise you that it's "under the radar"? It's OTC! Institutions can't touch it and most investors won't even look at OTC stocks. Personally, I swore off OTC stocks a long tome ago because they were free to make up stories and not suffer any consequences. CTIX is a big exception for me.
