Actually the SEC does not bless filings BEFORE they are filed. they haven't the manpower but you keep convincing yourself otherwise.

HINT: If the SEC blessed every filing there would never be a securities fraud case against anybody with respect to a filing made. But there are right?

Any company would have an easy out - The SEC reviewed and agreed - to get out of any charges.
