Make it harder for their competitors to fund R&D that pays for the next generation of designs
Intel has not got the money to engage in a price war like that, if anything it would be seen as an opportunity to bleed Intel and eliminate it as a competitor. If the foundry business is ever made to work that would be the way to do anything like this.
