There is no rational reason for PPS this high based on publicly available information at SEC website. No material information has been released that would counteract the fact that NEOM is hopelessly insolvent per the last 10-Q.

I am not aware of any major verifiable news related to NEOM. Lot's of speculation and hope for something big but absolutely nothing with any basis in verifiable fact.
