Such a phrase is known as a conundrum. For example, if I were an analyst and one of the companies I covered told me that, I'd instantly raise my expectations. So how is it "underpromising" if your analysts are already expecting you to "overdeliver", based on the fact that you told them you would? In effect, Ruiz has already overpromised. Now he is obligated to overdeliver.
