You are pretty astute. However, the 15-12g was filed in May, they go effective in 90 calendar days subject to review and comments by Enforcement (because this registrant was already passed off from Corp. Fin. to Enforcement) at the Commission. The RW was 7 months later. You do realize that after a registrant has a no comment review it is deemed effective right?
