PS is exposed on cells that are already dying so targeting them IMO is maybe helpful as a marker but not as a therapy.
FYI, cancer cells use PS as a mirage to evade an immune response. It's an "eat me" signal decoy to survive. Also, cancer cells can live for hundreds of years, and can replicate without consequence. As apposed to healthy cells that can only replicate by laws of the Hayflick limit.
So, it's a marker and a therapy, IMO..
