Correct, Peregrine would have to either buy PD-1 or manufacture it themselves. The patent must provide a full enabling disclosure, which is defined as enabling those persons skilled in the art to make and use the same with no more than routine experimentation. This combined with the information required to be submitted to FDA, which I believe to be publicly accessible, would enable any entity with biologic manufacturing capability and know-how, such as PPHM has with Avid, to be able to manufacture the biologic themselves.
