Net-Man.....if I had to guess, I would say it would have to do with all of the details relative to licensing jurisdictions, etc....along with just general legal work relative to making such transactions palatable to both sides.

This will all need to be very clear, moving forward.....the potential markets for all are huge, when you factor in the possible number of municipalities involved, worldwide.
