Marani imports the vodka and the federal tax is paid. The wholesaler buys from the importer and the wholesaler pays state, perhaps federal taxes. Depends on the agreement. The retailer buys from the wholesaler and state and local taxes are paid. The retailer sells to the customer and sales taxes are paid.
