It was never stated that dilution had ended....

The statement was that they were fully funded if needed.
Meaning, if they need access to cash, they can utelize the "Dilution method" of converting stock to cash.

Thats what they did... Now how they use this cash is suspect until laid out in detail in subsequent quarterly files...

For now, it seems they are "All in" on the CC deal.
