I see that someone put out a pop-up message re this one that sneaked trough my pop up blocker today.

It can certainly use some TOUTing. Shot up to a dime a couple years ago and been declining steadily ever since.

Since TOUTing even sneaky TOUTing can generate a move, I put this one on watch.
