Yes that is the case for FIDO. And if you do not select the correct lot to sell, and then want to choose the correct one before the settlement date, they will not allow any change. I found out the hard way a couple of years ago, by updating a sell price on a specific lot order with them, and then the updated sale was considered FIFO.

I am also ruthless about selling losses throughout the month of December to balance out part of my gains.

One benefit of Fidelity is their 'refer a friend' program, where both parties can receive either free trades or cash infusions. I just referred a friend and we each received 50 free trades.
