When they announce such a contract, you won't be able to buy the stock cheap. You will beat yourself up because you knew all about it in advance. The market is always about anticipating future events. Those who get it right, will be rewarded. Those who jump on board after the news, will have to pay $1 for the stock and watch it drop to $0.70.
