IMO,this is not good news. It is the suddeness of this announcement that causes alarm.

Judge Gropper's retirement is planned out well in advance. Ben B. announced his retirement from the FED a year in advance. Judge Peck has announced his retirement next month!
My first thought is health issues could be the reason. If this is true and "your tests showed some bad stuff", this move makes sense.
I fear the headline we will be reading is,
Goldman Sachs, JP Morgan, and {the hedge fund of your choice} are pleased to announce the appointment of Judge ----- as successor to Judge Peck.
