The "money" behind all of those is a trader - and that's all. Makes his money by taking yours. These people find people like Makmann, who have resumes with stuff other than "trader" on them to try to give the scam some legitimacy and then take the crap when things fall apart.
They also know how to keep a hair away from crimes that the SEC would put them in jail for - like "equity agreements" that depend on someone coming up with an impossible amount of money, or with some guy named Konstantih who will never be found.
