Of course they can carry it if the choose. Why? Because the store doesn't have to pay a dime to put it in their stores. There's no risk to the store or the company as a whole if all of the cans are stolen, expire, whatever because BBDA bears all of the costs associated with shrinkage. Corporate basically said, hey if you want to carry it more power to you since there's no cost associated with doing so.
